Manner of processing and payment of subsidy
The applications for subsidy under various schemes along with necessary documents are received from the farmers through online in Grant Management System (GMS) with the help of near by Field Offices. The applications should invariably be accompanied by a Survey Plan duly certified by a Registered Surveyor or Revenue authorities, a Certificate of Registration (CR) of the plantation/estate or a Certificate of having applied for Registration (ACR) issued by the Revenue Authorities, details of Survey No. of the plantation/estate including the Village and Taluk, total area and the area of plantation and land tax receipt.
The Field Office maintains separate scheme-wise registers to record the applications received (Register of Receipt of Application).
The Field Officer scrutinizes the online application, arranges cent per cent verification and makes suitable recommendations after conducting field inspection.
The details of recommended applications are recorded in another register viz. Application recommended Register.
The recommended applications are then forwarded from the Field Office to the Divisional Office through GMS for further processing.
The recommended applications are then subjected to further test inspections at the level of the Assistant Director/ Deputy Director at the prescribed percentage.
Permits are issued to the growers for doing the proposed work/ purchase.
Further inspection is conducted to verify whether the proposed work has been executed satisfactorily or the required items are purchased etc.
Subsidy under various schemes is then sanctioned as per delegation of financial powers.
The applications duly recommended/ sanctioned are received at Head Office through GMS for effecting payment to the beneficiaries through Public Financial Management System (PFMS).
The Scheme Rules approved by the Secretary is the basis for determining the eligibility for payment of subsidy.
The officers involved in the decision making are: Field Officer/ Assistant Director and Deputy Director/ Director. These Officers are available in the concerned Field Offices/ Divisional/Regional Office/Head Office.
If the growers are not satisfied with the decision of these Officers, they can appeal to the Secretary, Spices Board whose address is given in the Notice Board.
Granting financial assistance to Growers/ workers under Extension schemes and Labour Welfare schemes as well as Market/export promotion schemes.
The eligibility for subsidy is based on scheme rules framed for each scheme. The procedure followed is also similar to those given in the preceding para with minor variations according to the nature of the respective scheme.
DEVELOPMENT PROGRAMMES
GENERAL GUIDELINES FOR IMPLEMENTATION OF DEVELOPMENT SCHEMES
Board gives wide publicity about the programmes among the farming community through its field network, Board's website and through the media.
Applications along with copies of requisite documents are received from the farmers through online in Grant Management System (GMS) with the help of near by Field Offices across the major spice growing regions of the country.
Field Officers carry out preliminary field inspections and will forward the cases to Assistant Director for issue of permit order in schemes where purchase / construction is involved.
The Field Officers conduct final inspection after planting / installation / construction as the case may be and make recommendation. Then the application and inspection report are entered in online system and forwarded to Divisional Asst Director.
The Divisional Assistant Directors carry out test checking of a certain percentage as specified in the scheme rules depending on schemes and will sanction the subsidy within the delegated powers given. Other cases will be forwarded to Regional office for sanction.
The Regional DDs test-check a percentage of cases and sanction the eligible cases within the delegated powers. Other cases will be recommended to HO for sanction by Director.
The sanctioned cases by AD / DD/Director will be sent online to Accounts Section for arranging payment to the applicant's accounts through online.

5. Eligibility of the Applicant
Cardamom growers having Cardamom Registration Certificate for holdings up to 8 ha are eligible to apply under the scheme. The replantation cycle is fixed as 8 years. A second time subsidy benefit for the same area replanted availing subsidy will be available only on the completion of 8 years cycle. Minimum area to be replanted is 0.10 ha as a contiguous block.
Inter-planted area with Pepper, Coffee and Arecanut is also permitted to avail subsidy and the area replanted in such cases will be arrived based on the proportionate area calculated on spacing and number of cardamom plants planted in the area and will be considered for payment of subsidy.
6. Prerequisites for the benefit
The minimum plant population per hectare in the replanted area must be 1100 Nos. in pure cardamom plantations of Kerala and Tamil Nadu.
The minimum plant population per hectare in the replanted area must be 3000 nos. in pure cardamom plantations and 1500 Nos. in intercropped plantations of Karnataka.
7. Procedure to avail the benefits of the scheme
Growers desirous of availing the benefit may upload application along with the required documents (Copy of Aadhaar, proof of land document, survey plan, bank pass book) with the help of the respective Field Office of Spices Board.
8. Criteria for deciding eligibility
On hearing of completion of replantation by the applicant, the concerned Officer of the Board may physically verify the replanted area for assessing the area covered for recommending subsidy. Eligibility will be decided based on the fulfillment of the conditions prescribed.
The percentage of survival of cardamom plants for recommending first/second installments of subsidy should be as follows:
First year/installment: 85%

10. Procedure for the distribution of the subsidy
The subsidy will be paid in two annual installments. Subsidized cost of 3000 Nos. (Pure) and 1500 Nos. (Intercrop) of planting materials per ha for Karnataka will be deducted from the first installment subsidy and only balance amount will be paid to the grower. (Cost per planting material is estimated as Rs. 9/-).

Growers/other eligible agencies who are willing to operate certified nurseries need to seek approval of the Spices Board, execute an agreement on approval, be trained in nursery operations, collect mother plant material/suckers from the sources approved by Spices Board.
8. Criteria for deciding eligibility
The production will be through certified nurseries opened in growers' field. Individual growers, labourers, self-help groups, growers' groups, NGOs, Spice Farmers Producer Companies (SFPCs) etc. who are having the required facilities for opening such nurseries for production of quality planting materials can be selected under the scheme.
The plots selected for procuring suckers/mother plants identified for sucker multiplication are to be certified by the Assistant Director based on recommendation by the Field Officer concerned.

5. Eligibility of the Applicant
Karnataka, Kerala & Tamil Nadu Region – Cardamom growers possessing cardamom registration Certificate up to 8 hectares. In the case of Sprinklers / Drip / Micro irrigation, registered cardamom growers having land holding size of 1 Ha to 8 Ha are eligible to avail benefit under the component.
6. Prerequisites for the benefit
The devices permitted are construction of new farm pond/ well, bore well, tube well, mini check dams, diversion channel and storage tank. Readymade tank made of fibre glass or other materials are not allowed. The minimum capacity/volume of water storage device should be 15m3 in case of farm pond. Drilling of tube wells/bore wells of 15.24 cm (6 inches) diameter, and installation of suitable pump sets in tube wells only would be considered for payment of subsidy.
7. Procedure to avail the benefits of the scheme
Growers desirous of constructing water storage devices under the scheme should apply to the Board before commencing the work through the local Field Officers in the prescribed format in duplicate with plan and estimate of construction duly certified by a qualified Engineer not below the rank of an Asst. Engineer of the Public Works Department, Block Development Department, Minor Irrigation Department, Zilla Parishad or an Engineer approved for the purpose by the Board.
8. Criteria for deciding eligibility
The Field Officer after preliminary inspection and satisfying the necessity and feasibility etc. of the proposed device will submit his preliminary report together with application to the concerned Asst. Director for issuing permit order. The Asst. Director after looking into the availability of fund will issue permit order specifying the dates on which the work is to be started and completed.

The driers have to be obtained from approved suppliers and expenditure in excess of approved rates shall not be entertained.
7. Procedure to avail the benefits of the scheme
Interested growers will upload the application in the prescribed format with quotations obtained from approved agencies supplying the drier and accessories.
8. Criteria for deciding eligibility
On completion of installation, the matter is to be informed to the Field Office of the Board by the beneficiary submitting bills/ invoice and Field Officer will physically verify the installation and recommend the case to the Assistant Director.

Registered small cardamom growers owning a minimum area of 0.40 to 8 ha. are eligible to avail the benefit of the scheme.

Interested growers will upload the application in the prescribed format with necessary documents.
8. Criteria for deciding eligibility
On completion of purchase of inputs, the beneficiary farmer has to submit bills/ invoice and Field Officer will verify the purchase and recommend the case to the Assistant Director.

Maximum subsidy of Rs.2500/- per kit towards 50% of the cost. Non-subsidy portion will be met by the growers.

Bee keeping boxes

Supply of bee boxes to keep in cardamom plantations.

The objective of the scheme is to motivate the growers to set up bee boxes in their cardamom plantations to promote effective pollination and thereby increase the fruit set in cardamom.

The scheme has not yet been implemented
5. Eligibility of the Applicant
Registered small cardamom growers owning a minimum area of 0.40 to 8 ha. are eligible to avail the benefit of the scheme.
6. Prerequisites for the benefit
The bee boxes have to be obtained from the agencies approved by the Spices Board.
7. Procedure to avail the benefits of the scheme
Interested growers will upload the application in the prescribed format with necessary documents.
8. Criteria for deciding eligibility
On completion of purchase of bee boxes, the beneficiary farmer has to inform the Field Officer who in turn will physically verify the installation of bee boxes in the plantation and recommend the case to the Assistant Director.

Maximum subsidy of Rs.1880/- per box towards 50% of the cost. Non-subsidy portion will be met by the growers.

Mechanization

Scheme for popularizing farm mechanization in small cardamom.

The objective of the scheme is to motivate the growers to popularize the farm mechanisation in planting, weeding, plant protection and post harvest operations such as washing, polishing and grading to increase profitability in production of cardamom and to improve the quality of cardamom for export.

Registered small cardamom growers owning a minimum area of 0.40 to 8 ha. are eligible to avail the benefit of the scheme.

On completion of purchase of implements, the beneficiary farmer has to inform the Field Officer who in turn will physically verify the implements and recommend the case to the Assistant Director.

A farmer is eligible to avail the benefit under all the components. However, he is eligible to avail only one unit under each component under the scheme. The maximum eligible subsidy per grower under Farm Mechanization programme is limited to Rs.77000/- only.

Growers desirous of constructing water storage devices under the scheme should upload the applications through the local Field Officers in the prescribed format before commencing the work along with plan and estimate of construction duly certified by a qualified Engineer not below the rank of an Asst. Engineer of the Central / State Govt. / Local Bodies. In case of irrigation equipment, a quotation from authorized dealer has to be submitted along with the application.

In the case of groups, the Group will execute an agreement with the Board stating that a committee will manage the thresher and allow its members to use the thresher by making proper schedule for threshing of seed spices and also collecting a nominal fee (per quintal basis) from the members in concurrence with the Board for running the equipment and maintenance.

7. Procedure to avail the benefits of the programme
Farmers' Group / Farmers' Co-operative Societies / Associations / Spices Producer Societies, Spice Farmer Producer Companies etc. will submit the necessary documents online in GMS with the help of nearest office of the Board. The same will be forwarded to Board's Head Office for issue of permission / Go ahead letter to the applicant. On getting the Scope certificate, the applicant have to submit the copy of Scope Certificate & its enclosures issued by Certification Body to the nearest office along with Invoice and Cash Receipt. The officer in charge will recommend the same to Head Office for payment of subsidy.
8. Criteria for deciding eligibility
The following documents are to be submitted while applying:
Copy of contract executed by the applicant with the Certification Body accredited under NPOP
Quotation / Estimate received from Certification Body towards cost of certification.
The groups have to submit registration details of the group, details of member farmers in the group i.e., name, address, survey no., village, area under organic cultivation, area under spices etc.
Documents to be submitted for payment
Copy of the Scope Certificate i.e., C1, C2, C3 (in conversion) or organic status (as the case may be) along with annexures / attachments issued by the Certification Body.
Invoice/ Cash receipt from Certification Body towards payment of inspection and certification charges.
In addition, the following conditions are also applicable.
The group should have a minimum of 50 organic farmers in a contiguous block.
Functioning of an ICS (Internal Control System) is compulsory for obtaining organic certification for Farmers' Group / Farmers' Co-operative Societies / Associations / Spices Producer Societies / Spice Farmer Producer Companies etc
Self - Declaration to be submitted by the group stating that they have not availed any subsidy for organic certification under State Government schemes.

The rate of subsidy will be 90% of the cost of certification subject to a maximum of Rs.1,80,000/- in North East regions and 50% of the cost of certification subject to a maximum of Rs. 1,00,000/- in other than North East regions.

5. Eligibility of Beneficiary
Farmers' Groups, Farmers Co-operative Societies, Associations, Spice Producers' Societies, Spice Farmer Producer Companies etc. which are engaged in organic farming are eligible to avail subsidy under this scheme. ICS groups formed / supported under State / Central Govt. agencies for the purpose of obtaining organic certification are not eligible to the benefit under the scheme. The Groups will be eligible to avail benefit under the scheme subject to a maximum of three years.
6. Pre-requisites for the benefit
For claiming the subsidy for ICS along with cost of certification the cost involved for maintaining ICS may be audited and certified and submitted to the Board. In addition to the documents filed for getting the Organic Certification Assistance, the applicant is liable to submit any additional document/proof required by the Board for processing the application for providing the assistance.
7. Procedure to avail the benefits of the programme
Farmers' Groups, Farmers Co-operative Societies, Associations, Spice Producers' Societies, Spice Farmer Producer Companies etc will submit the application online in GMS with the help of nearest office of the Board. The Groups will also submit the list of farmers in the group indicating the name, address, village, survey no., area under organic cultivation, area under spices, etc. along with copy of agreement executed between the Group and Certification Body. The same will be scrutinized at Field office and sent to Board's Head Office for issuing 'in principle" approval. The applicant has to submit the Part-II application along with Scope Certificate and its enclosure/annexures issued by Certification Body and the audited expenditure statement for the expenses incurred in maintaining the ICS. The assistance to ICS will be granted on the basis of Scope Certificate issued whether C1, C2, C3 or organic status. The assistance for ICS will not be considered if the Scope certificate is not valid. Scope certificate should be issued in the name of ICS Group.
The group should have a minimum of 50 organic farmers in a contiguous block. The group should have its own internal control system with an ICS office with one or more than one full time ICS inspectors depending upon the number of farmers in the group for maintaining the ICS. The group has to submit self declaration stating that they have not availed any subsidy for organic certification under State Government schemes.

It is proposed to provide 75% of the actual cost of maintaining the ICS subject to a maximum of Rs.1,12,500/- per group in North East regions and 50% of the actual cost subject to a maximum of Rs. 75,000/- having a minimum of 200 farmers. If the no. of farmers are less, the subsidy will be limited on pro-rata basis. For a group of 50 farmers, the eligible subsidy under ICS assistance will be Rs. 28,125/- in NE regions and Rs. 18,750/- in other than NE regions per group.

The children of workers and staff employed in cardamom Estates, Registered/applied for registration, are eligible for stipend provided parent's income (total emoluments) do not exceed Rs.3000/- per month per parent.
If a parent was unable to attend the work due to protracted illness a certificate from the estate owner that the worker was unable to work due to the above reason even though he was in the regular roll should be produced along with a Medical Certificate in respect of the Estate worker.

EXPORT DEVELOPMENT AND PROMOTION SCHEMES
GUIDELINES FOR IMPLEMENTING PROGRAMMES UNDER EXPORT DEVELOPMENT AND PROMOTION COMPONENT DURING MEDIUM TERM FRAMEWORK PLAN PERIOD
(2017-18 to 2019-20)
I. EXPORT DEVELOPMENT AND PROMOTION
GENERAL GUIDELINES
1. The applicant should submit application along with all the requisite documents to the nearest designated regional office of the Spices Board, with an intimation by e-mail to Spices Board, Head office, to avail assistance.
2. On receipt of the application and enclosures the Board/Regional Office (RO) will acknowledge the receipt of the application and then process the application as per concerned scheme procedures. The applicant is wholly responsible for providing all the information and documents sought as per guidelines of the schemes. The applications submitted without all requisite documents or not submitted in the prescribed format shall be rejected and returned to the applicant by the Regional Office. The exporters located in Kerala shall submit the applications to the Deputy Director (Marketing), Spices Board, Head Office, Cochin.
3. All the applications received shall be scrutinized in the office (regional/ head office as applicable). Once the application is scrutinized and found to be complete in all respects, the Regional Officer shall forward the application to Head Office with recommendation.
4. In case of large number of applications received for any of the schemes of the Board, preference will be given to the first timers on first come first served basis based on date of application and also based on quality accreditation such as INDIA HACCP and INDIA GHP.
5. If an application is not found to be eligible during preliminary scrutiny, it will be informed to the applicant and the applicant will be requested to correct the deficiency/ submit required documents, failing which the entire application and enclosures will be returned to the applicant to facilitate submission of complete application. Unsigned and undated application and applications without declaration will be rejected forthwith.
6. The receipt & acknowledgment does not necessarily mean the approval of application, unless it is found to be feasible in all respects during the time of final scrutiny.
7. After receipt of the application at Head Office, the Board will further process / take action on the application as per scheme guidelines and issue approval to the exporter.
8. All registered spice exporters, who are regularly submitting their quarterly returns, are eligible to avail assistance under all the Export Development Scheme except brand promotion loan scheme where only exporters with their brand registered with the Board are eligible. SMEs and FPC/FPO/SPS, who have valid CRES and holders of India HACCP and India GAP and/ or organic certification/exporters registered their brand with Spices Board and first time applicant will be given preference under the scheme.
9. In the case of Schemes involving export obligation (Interest Equalisation for Infrastructure Development, Setting up of Spice Processing units in NE Region Brand Promotion etc) the Board may extend the period for fulfilling export obligation in genuine cases.

Interest Equalization for Infrastructure Development

The Board proposes to assist exporters in adoption of Hi-Tech in Spice Processing/Technology and Process Up-gradation / Setting-up/up-gradation of in-house quality control laboratory/Quality certification by providing 3% interest subsidy on a term loan up to Rs.10.00 crore from any nationalized or scheduled bank, subject to a maximum assistance of Rs.30.00 lakhs per year for 3 years, irrespective of rate of commercial lending. The assistance will be limited to the cost of machinery / equipments /electrical items related /connected to equipments, ancillary installations, supporting facilities/ items such as control panel, cable trenching, transformer etc and installation /erection charges.
Exporter can avail the Interest Equalization assistance subject to a maximum of Rs 30 lakhs per year for single project or for multiple projects, subject to a maximum of Rs 90 lakhs for 3 years.
All registered exporters of Spices Board with Udyog Aadhar, interested to establish or expand their spice processing unit, are eligible for benefit under the scheme.
In case, if large number of applications are received by the Board for this scheme, preference will be given to the first timers, who have not availed any assistance under Board's Infrastructure Development Scheme earlier.
The modalities of interest subsidy under the scheme, inter alia, regarding interest equalization amount, process and periodicity of interest subsidy, etc will be finalized, in consultation with the lending banks. The Board will be reimbursing the Interest Subsidy on annual basis. While applying to the bank for availing loan for the project, the exporter will submit the application to Spices Board along with brief project report and other documents and details as required to be submitted by a loan applicant to the lending bank as per the Bank's policies & guidelines of the regulatory agencies. The application for availing interest equalization assistance for Infrastructure Development shall be submitted to Spices Board latest by 31st December, 2019 or such date as stipulated by Spices Board. However, registered spice exporters who have applied for bank loan on or after 1st April, 2017 (start of the MTEF) for infrastructure development for exports, can also apply for Interest Equalization Assistance, as a special case.
The applicant will inform the Board about the sanctioning of the loan. After sanctioning of the loan and on completion of the project, the applicant will submit project completion report to the Board in the prescribed format along with detailed loan repayment schedule, bank statement or copies of demand drafts relating to the payments released for components of the project/ machinery/ equipment suppliers etc, copies of certified bills and vouchers, duly certified by a Chartered Accountant
On receipt of completion report from the applicant, the Board will arrange the inspection of the unit by its officials, to decide eligible project components under the scheme. The inspecting official will assess the components and its value based on the original/certified bills available with the exporter. Based on the inspection report and internal audit recommendation, the final amount eligible for calculating the interest equalization assistance under Infrastructure Development Scheme for exports will be ascertained and a sanction letter will be issued to the exporter.
The assistance under IES will be provided as back end support. The exporter has to commence repayment of the loan as per the terms and conditions of the bank. Further, the exporter shall obtain a certificate from the bank in the bank's letter head, duly signed by the authority concerned, indicating the details of loan already repaid, along with clear break up of principal and interest amount repaid, outstanding principal and interest amount, interest calculation procedure etc and submit to the Board.
The Board will calculate 3% interest subsidy for the value of the eligible components, in line with the sanction letter. The interest equalization assistance will be calculated by the Board as 3% simple interest for the value of eligible components, irrespective of the outstanding principal amount, provided that such amount is already repaid as interest by the exporter to the bank, for the respective period. In other words, the Board will consider the lesser amount amongst the actual interest repaid by the exporter for the respective period and amount calculated at 3% simple interest for the value of eligible components.
(Eg. If the total loan amount is Rs. 12 crore, the value of components considered by the Board is Rs. 10 crores and the actual interest repaid by the exporter for the respective period is Rs. 1.2 crore, the interest equalization assistance at 3% will be Rs. 30 lakhs for that period and further for two more periods. However, if theactual interest repaid during the period is Rs. 25 lakhs only, then the assistance will be limited to Rs. 25 lakhs).
The Board will inform the exporter to provide Bank Guarantee for 110 % of the eligible interest subsidy amount, for meeting the export obligation of five times of the assistance (ie interest subsidy granted) within five years. After confirming the BG received from the exporter, the Board will reimburse the 3% interest subsidy to the loan account of the exporter with the bank. The same procedure will be followed for reimbursement of interest subsidy in the second and third year also.
The reimbursement will be done based on submission of certificate from the bank, specifying principle and interest component, along with necessary details. The residual payments (if any) will be made by the Board during the next MTEF /Plan Period, subject to availability of funds.
Beneficiaries are required to fulfill Export Obligation (EO) by exporting spices and spice products worth five times of the assistance granted within five years from the date of completion of the project.
Till the export obligation is fulfilled, the beneficiary has to submit a BG equivalent to 110% of the assistance, including interest component. In case of non-fulfillment of export obligation, the BG will be invoked proportionate to the unfulfilled EO with interest at 10% of the unfulfilled EO.
Eg. An exporter has availed Rs.30 lakhs as Interest equalization assistance & Rs.150 lakh is the Export Obligation and BG has to be submitted for Rs.33 lakhs. If the Export Obligation fulfilled is Rs.100 lakhs only during the five year period, then BG will be invoked for Rs. 11 lakhs.
For discharging the export obligation, the exports effected directly by the beneficiary, as well as supplies made by the beneficiary to other exporters for export (deemed export) will also be considered.
The exporters who have availed assistance under this scheme shall not avail similar interest equalization benefit under any other scheme of central or State Government for infrastructure development. |

Setting up Spices processing Units for exports in NE region |
The grant-in-aid will be 33% of the cost of all types of processing facilities /equipments subject to a maximum of Rs.50.00 lakhs per exporter. In respect of farmers' groups / Farmer Producer Companies having valid CRES, the assistance will be up to 50% of the cost of all type of processing facilities subject to a maximum of Rs.50.00 lakhs.
The Board proposes to assist in establishing of primary processing facilities for spices in the NE region. All registered exporters are eligible to avail the scheme.
Interested exporters may submit the application to the Board and obtain ‘in-principle' approval to their proposal before implementation of the project.
Documents to be submitted with application :
The claims on expenses on setting up the processing facilities/equipments after the date of application will qualify to work out the cost of the project for the purpose of payment of grant in aid. All payments for the processing facilities/equipments etc., should be made by crossed cheque/demand draft/bank transfer, which should be reflected in the bank statement. Payment by cash to petty expenditure connected with the project shall be considered upto Rs.25,000/- only.
The exporter, on completion of the project/installation, shall submit the following documents to the Board:
On receipt of the claims after completion of the project, the Board will arrange for inspection of the unit for physical verification of the installations of equipments/machineries. The inspection team will consist of an officer from the Board and a local representative from the industry department/EIA/ Agmark or any other Government agencies.
Beneficiaries are required to fulfill export obligation by exporting spices and spice products worth equal value of the grant-in-aid within five years from the date of completion of the processing facilities. For discharging the export obligation, the export effected directly by the beneficiary, as well as supplies made by the beneficiary to other exporters for export (deemed export) will be considered. |

Infrastructure for common processing facilities and maintenance |
The Board proposes to establish common processing facilities like steam sterilization units, cleaning and grading units etc in the growing areas/marketing centres in the land alienated by the exporters associations/ State Government. The maintenance of common processing facilities set up in the spice parks established by the Board will also be covered under the component. The assistance is 100% towards the expenditure by the Board in this regard |

Scheme for setting up of Spice Parks |
The Board proposes to establish spice parks in the major spices growing / exporting /marketing regions. Farmer Producer Companies / Entrepreneur having valid Certificate of Registration as Exporter of Spices are eligible to apply under the scheme as promoters. Trade Associations will also be eligible to participate in the scheme.
The Board will provide 20% of the total cost of the project for establishing the Spice park as equity in the form of grant subject to a maximum of Rs.4.00 crore. The land / land development cost will not be taken into account for calculating the assistance under the scheme. The eligibility conditions are as follows:
2. The promoter shall have ownership of land where they propose to establish spice park. 3. The Spice Park shall be established in the spice growing / marketing / exporting region. However, preference will be given for establishing the spice park in the growing region. 4. The Spice park shall have a common processing and value addition unit such as. drying, cleaning, grading, grinding, colour sorting, extraction of oil / oleoresin, sterilization, packing and other value addition facilities as required for the spices identified. 5. The following infrastructure facilities may be established in the Spices park a) Approach road b) Internal roads c) Drainage facilities d) Street lights in the Park e) Water distribution network and related facilities f) Electricity/Energy/Gas distribution network and related facilities g) Communication Network and related facilities h) Effluent treatment plant and related infrastructure i) Fire fighting system j) Warehousing and related facilities k) Weigh bridge l) Compound Wall 6. Availability of land may be ensured for establishment of basic infrastructure facilities such as internal roads, water, electricity, drainage, open area, etc. and for establishment of common processing facility. The balance land may be allotted by the promoter to registered spice exporters. 7. The promoter may allot the plots in the Park to entrepreneurs preferably MSME, who possess a valid CRES, on outright sale or long term lease for a minimum period of 30 years. . 8. The lease rent/ land rate and other terms conditions for allotment of the plot shall be fixed by the promoter. However, if the promoter has availed the land on lease from another party / Govt / Local authorities , the terms and conditions of the original lease agreement shall be followed, while allotting land. 9. The allottee shall not transfer the allotted plot by way of sub-lease or any other mode of transfer to any person or entity other than inheritance, without the permission of the promoter. 10. The allottee cannot change the nature of use of land other than the purpose provided by the promoter. 11.The processing units set up by the allottee in the Spices park shall be entitled to avail the benefits and incentives as provided under any schemes of the Central and state Government. 12.Any up-gradation for future expansion shall have to be created by the promoter on its own fund. 13.The promoter shall operate the common processing facility directly or lease out to an operator and in both the cases the farmers / traders / exporters in the region or elsewhere shall be permitted to utilize the common facility for processing on user fee basis.
The procedure for availing the scheme is given below
1. Interested promoters shall submit application with DPR for establishment of spice park indicating name & address, background / credentials of promoter, financial status, the location of the proposed park, spices production in the region, ownership and other details of land for setting up the spices park, total cost of the project including detailed cost of plant & machineries, source of fund, etc. to the concerned regional office of the Board. 2. The regional office of the Board will recommend the proposal to the Board's Head Office. The Committee constituted by the Spices Board will examine the proposal. Based on the technical and economic viability of the proposal, the Board will issue in principle approval for establishing the spice park. No change or deviation in the Master Plan / DPR will be allowed once approved, except with the permission of the Board. 3. The promoter shall execute an agreement with the Board regarding the establishment of the Spice park under the scheme. 4. The assistance will be released in three installments @ 30%, 30% and 40% of the grant respectively. 5. Physical Site inspection will be conducted by a team of officers / experts nominated by the Board before release of each installment of the grant to ascertain the physical progress of the project 6. Time-line: The commissioning of Spice Park project shall be completed within 2 years from the date of approval by the Board. 7. Documents required to be submitted along with application: The following documents will be required to be submitted along with application. The list is only indicative and not exhaustive. i. Release of Assistance (Grant) i)The grant amount will be released in three installments after the promoter has spent his share as per the following schedule: a) Release of installment: 1st installment of 30% of the grant(grant) under the scheme will be released after ensuring that 50 % of the total cost of the project is spent b) Release of 2nd Installment: The second installment of 30% of the grant will be released based on submission on utilization of the first installment of the grant released and also the utilization of 75 % of the total cost of the project c) Release of 3rd Installment: The Third and final installment of the remaining grant (40%) will be released by the Board to the promoter on utilization of the first and second installment of the grant released and also the utilization of 100% of the total cost of the project and commissioning of the common processing facility. ii) The promoter will have to submit the following documents along with the request for the release of each installment of grant a) Duly notarized Affidavit for not availing assistance from any other agency b) Bank Certificate certifying that they have released …..% of sanctioned term loan c) Chartered Accountant Certificate for actual expenditure incurred on the project for each release d) Copy of Invoices / Receipts for Plant and Machinery (with Summary) e) Copy of Invoices / Receipts for Civil Works (with Summary) f) Account Details of the Bank Account on the letter head of the Bank g) Certificate of the Chartered Engineer (Civil) for technical civil work indicating item wise progress, cost, quantity, manufacturer/supplier and comment on quality with color photographs of the project site with date stamps h) Certificate of the Chartered Engineer (Mech) for Plant & Machinery indicating item wise progress, cost, quantity, manufacturer/supplier and comment on quality with color photographs of the project site with date stamp j) Utilization certificate for the grant released (applicable for 2nd& 3rd installments) k) Submission of approval for Consent to operate from Pollution Control Board / Agency and any other statutory approvals/certifications (for release of 3rd installment) l) The Promoter will provide Bank Guarantee equivalent to 110 % of the amount of the eligible grant to the Board for releasing the first and second installment of grant amount. The promoter will execute a BG for 110 % of the entire grant paid / payable for a period of 10 years from the date of completion of the project to ensure fulfillment of the objectives of the park and also for maintenance of the facilities in the park as common facility by the promoter, before the release of 3rd and final installment of grant.
8. Before release of 3rd & final installment of grant , the eligible grant for the project will be re-calculated based on the proposed or appraised /actual cost, whichever is less, for the already approved items and released accordingly.
9. Operation and maintenance of the Spice park The promoter shall take care of the entire responsibility for operation, maintenance and functioning of the park after establishment. The maintenance expenditure of the Spice Park will be borne by the Promoter. However, they may collect user fee / maintenance fee for the common basic infrastructure facilities viz. water, electricity, drainage, road, etc. from the allottee, to whom the plots are allotted in the park. 10. The Board is empowered to prescribe/ modify/ add new forms, checklist and procedure and also to issue additional guidelines / terms and conditions for release of grant. 11. Any disputes/interpretation or contention under the procedure will be referred to the Board and decision of which shall be final and binding on the promoter. All disputes are subject to Ernakulam jurisdiction only
12. The promoter will execute an agreement with the Board that they will maintain the common processing facility for the use by farmers . farmers' groups / merchant exporters/processors, etc for a minimum period of 10 years.
13. In case of, any default by the promoter / non-completion of the project / non usage of the grant for the purpose given, the disbursed grant amount shall be recovered from the promoter by encashing the BG.
14. The Promoter shall send a detailed Half Yearly report on the functioning of the park, spices processed / exported from the park, no. of farmers / farmers' group/ exporters / others who have utilized the park, etc. to the Board.

Trade Promotion |

1. |
Reimbursement of Courier charges |
The Board proposes to reimburse the courier charges for sending the business samples abroad to develop the exports. It is proposed to provide 50% of the cost of courier charges subject to a maximum of Rs.1.00 lakh as grant-in-aid per annum.
The scheme is applicable to all new registered exporters (exporters whose date of application is within three years of the date of first registration with Spices Board). For reimbursement of courier charges, prior approval is not required.
The exporters have to submit application along with original of the courier waybill, POD and proof of payment for courier sent.
The claims for Reimbursement of courier charges will be entertained only on a quarterly basis before the last day of succeeding month. Bills submitted after last date of succeeding month will not be considered, if there is no valid reason for the delay in submission. However, the bills relating to the last quarter of the financial year should reach latest by 31st March.
No export obligation is prescribed for availing Reimbursement of Courier charges.

2. |
Packaging Development & Bar coding |
The Board proposes to assist all registered exporters to improve the existing packaging and develop modern packaging to increase shelf life, reduce storage space and better presentation of Indian spices in the markets abroad. It is proposed to assist the exporters by providing 50% cost of the packaging development/bar coding subject to a maximum of Rs.1.00 lakh per exporter as grant-in-aid per year.
All registered exporters are eligible to avail the assistance under this component to develop or modify their export packages. However, those exporters who have already a brand but not registered their brand with the Board, should submit their brand registration application also with this scheme application.
The exporter has to submit dummy print of the design along with contents and quotations for cost of design, photography, art work, cylinders and cost of bar coding. Cost of taking dummy packing and testing charges are also considered under the scheme subject to the ceiling/grant in aid prescribed under the scheme.
Eligible exporters may submit the application to the Board with Quotation for consultancy, design, dummy, printing, paper (with sample), packing material etc. and details of bar coding registration/traceability standards.
On receipt of application, the Board will issue in principle approval to the exporter. After completion of the activity, the exporter may submit the following documents to the Board:
On receipt of the claims for the above activities and on satisfactory completion of the activity, the Board will consider releasing the eligible grant in aid to the exporter.
No export obligation is prescribed for availing assistance for Packaging Development & Bar coding .

3. |
Product Research & Development |
The scheme aims at scientific validation of nutritional / nutraceutical / cosmetic / medicinal and intrinsic properties of the spices and /or development of new products based on this validation. The registered exporters / R&D institutions having required facilities will be eligible to avail assistance under the scheme. It is proposed to provide 50% of the cost of project subject to a maximum of Rs.25.00 lakh per beneficiary. If clinical trials and patenting are involved, the ceiling will be Rs.1.00 crore. The major areas for assistance are: a) Utilization of the services of national or international research institutes for developing new spice products/applications or for establishing traditional intrinsic values and non-traditional values.
b) In-house research and product development programmes by manufacture spices exporters with sufficient infrastructure facilities.
c) Cost of installing critical equipments that are essential to carry out product development and research.
d) Clinical trials to establish and validate therapeutic properties of spices through reputed third parties.
e) Patenting and product registration in consuming countries.
Eligible exporters/research institutions may apply to the Board's Head office in the prescribed format and obtain ‘in-principle' approval to the proposal.
The applicant may submit the application to the Board along with Project report appraised by research institutions/in-house lab scientists and Research experience profile about the scientists involved in the project.
Spices Board shall examine the application and on satisfaction of the proposal, the Board shall accord ‘in-principle' approval to the proposal on merit to proceed with project. The financial assistance will be released in three installments. 1.The first installment of 30% will be released on signing the agreement to begin the research work. 2. The second installment 30% after significant progress in the proposed research work and submission of progress report and expenditure statement supported by attested bills and vouchers 3. Third and final installment after completion of the research work and submission of final report with detailed presentation in the Board's office 4. In case of individual exporters and non Government agencies, the grant will be released on production of Bank guarantee equivalent to 110% of the first and second installment of grant amount. On submission of final report, the BGs will be released. The beneficiary shall produce all necessary documents that may be called for by the Board specific to the project in addition to the following documents:
Based on the completion report and on verification of the documents, the Board will release the eligible grant to the beneficiary institution.
No export obligation is prescribed for availing assistance for product research and development. |
4. |
Promotion of Indian Spice Brand (Brand Promotion Scheme) |
It is proposed to assist exporters in penetration of Indian brands in identified overseas markets with clear mark of traceability and food safety. The Board proposes to provide interest free loan covering 100% of slotting/listing fee and promotion measures and 50% cost of the product development subject to a maximum of Rs.1.00 crore per exporter in the plan period
There are two components under the programme, viz., (a) Product and Packaging Development & Bar Coding and
(b) Brand Promotion.
All registered exporters of spices who have registered their brands with the Board are eligible to avail the benefits.
Assistance will be given for developing appropriate product, packaging and compliance of statutory requirements in force in the target markets including traceability details & Bar Coding and implementing promotional measures / activities (including road shows, cooking demonstrations, promotion meetings with senior managers of food processing companies / hotel / restaurant chains, slotting /listing fee or any such activities and marketing innovation that is essential to meet changing international market dynamics and that helps in building the brand image.
Exports of spices in all forms in institutional packs upto 25 kg and consumer packs of spices in all forms including curry / Masala powders and mixed ground spices upto five kg will qualify for availing the assistance.
Foreign exchange requirement, if any, has to be met by the exporter. The repayment of the loan shall be in four equal annual installments commencing from the fourth year and end in the seventh year from the date of receipt of the loan by the exporter. An exporter can avail the assistance for promoting the given brand in a maximum of five countries in three year period.
Total approved amount for the programme will be released in three equal installments at the beginning of each year. Before the release of the loan, the exporter has to provide Bank Guarantee including interest in the prescribed format for 110% of the loan sanctioned on stamped paper worth Rs.100/-. The BG is to be renewed well before the date of expiry. The guarantee is to be enhanced as and when further installments of loan are sanctioned /released and an agreement on stamp paper should also be executed to the Board.
By the end of every six months the exporter has to give a detailed report of the activities undertaken along with a progress report. An expenditure statement that the loan has been fully utilized for the sanctioned purpose should be submitted at the end of each year. Supporting documentary evidence for the expenditure incurred/committed has to be produced.
An export obligation of five times of the amount availed shall be fulfilled within a period of eight years from drawing the first installment of the loan.
In the event of default in repayment or non-fulfillment of export obligation, the Board reserves the right to invoke the Bank guarantee executed by the exporter and recover the entire loan amount in case of payment default and proportionate invoking in case of non-fulfillment of EO.
Release of the loan shall be after review and approval by the committee constituted for this purpose by Secretary, Spices Board. Payment shall be in Indian currency only and shall be based on a bank guarantee which is to be renewed/enhanced as and when required.
In the absence of proper documentary evidence and satisfactory report, Board shall reduce the payment installments or discontinue the assistance.
Interim report on every six months and annual report along with export statistics for the specified brands will be assessed annually.
In case the exporters fail to submit complete report along with all the documents for the first installment or submit the report with documents but does not avail the subsequent installments within one year, the BG of the exporter will be invoked. |

Participation in International Fairs / meetings /Trainings |
Participation in international fairs
The Board proposes to participate in international fairs and seminars to showcase the capabilities of Indian spices to the international buyers. Board also proposes to arrange cooking demonstrations in select exhibitions/food festivals to popularise the uses and application of spices in collaboration with leading restaurants and food chains to promote Indian cuisine. The Board also proposes to participate in annual meetings/conferences IPC / ASTA / ESA/IOSTA/Codex Committees and trade delegations to project the developments taking place in India particularly in quality and infrastructure development. 100% expenditure will be met under the programme for Board's participation.
The Board also encourages exporters, particularly SME exporters to participate in international fairs/exhibitions to generate/ develop business.
All registered exporters of the Board are eligible to avail the grant-in-aid on a reimbursement for participation in international trade fairs/exhibitions basis against production of required documents. One person only is eligible for participation in one fair.
Application indicating the proposed activity in the prescribed form should be submitted to the Spices Board at least 15 days prior to the commencement of the programme to accord in principle approval to proceed with the activity.
Immediately after completion of the activity but positively within 90 days of his/her return to India, the beneficiary shall submit their claim to the Board with the documents as listed below, to get eligible payment from the Board.

Market Study |
The Board proposes to undertake market study through professional agencies for Indian spices in order to identify competitors, strengthen weakness to evolve suitable strategies for boosting export of Indian spices. Board will provide 100% assistance based on the project proposal. The Board will execute an agreement with the professional agency for undertaking the market study. |
The applications for subsidy under various schemes along with necessary documents are received from the farmers through online in Grant Management System (GMS) with the help of near by Field Offices. The applications should invariably be accompanied by a Survey Plan duly certified by a Registered Surveyor or Revenue authorities, a Certificate of Registration (CR) of the plantation/estate or a Certificate of having applied for Registration (ACR) issued by the Revenue Authorities, details of Survey No. of the plantation/estate including the Village and Taluk, total area and the area of plantation and land tax receipt.
The Field Office maintains separate scheme-wise registers to record the applications received (Register of Receipt of Application).
The Field Officer scrutinizes the online application, arranges cent per cent verification and makes suitable recommendations after conducting field inspection.
The details of recommended applications are recorded in another register viz. Application recommended Register.
The recommended applications are then forwarded from the Field Office to the Divisional Office through GMS for further processing.
The recommended applications are then subjected to further test inspections at the level of the Assistant Director/ Deputy Director at the prescribed percentage.
Permits are issued to the growers for doing the proposed work/ purchase.
Further inspection is conducted to verify whether the proposed work has been executed satisfactorily or the required items are purchased etc.
Subsidy under various schemes is then sanctioned as per delegation of financial powers.
The applications duly recommended/ sanctioned are received at Head Office through GMS for effecting payment to the beneficiaries through Public Financial Management System (PFMS).
The Scheme Rules approved by the Secretary is the basis for determining the eligibility for payment of subsidy.
The officers involved in the decision making are: Field Officer/ Assistant Director and Deputy Director/ Director. These Officers are available in the concerned Field Offices/ Divisional/Regional Office/Head Office.
If the growers are not satisfied with the decision of these Officers, they can appeal to the Secretary, Spices Board whose address is given in the Notice Board.
Granting financial assistance to Growers/ workers under Extension schemes and Labour Welfare schemes as well as Market/export promotion schemes.
The eligibility for subsidy is based on scheme rules framed for each scheme. The procedure followed is also similar to those given in the preceding para with minor variations according to the nature of the respective scheme.
DEVELOPMENT PROGRAMMES
GENERAL GUIDELINES FOR IMPLEMENTATION OF DEVELOPMENT SCHEMES
Board gives wide publicity about the programmes among the farming community through its field network, Board's website and through the media.
Applications along with copies of requisite documents are received from the farmers through online in Grant Management System (GMS) with the help of near by Field Offices across the major spice growing regions of the country.
Field Officers carry out preliminary field inspections and will forward the cases to Assistant Director for issue of permit order in schemes where purchase / construction is involved.
The Field Officers conduct final inspection after planting / installation / construction as the case may be and make recommendation. Then the application and inspection report are entered in online system and forwarded to Divisional Asst Director.
The Divisional Assistant Directors carry out test checking of a certain percentage as specified in the scheme rules depending on schemes and will sanction the subsidy within the delegated powers given. Other cases will be forwarded to Regional office for sanction.
The Regional DDs test-check a percentage of cases and sanction the eligible cases within the delegated powers. Other cases will be recommended to HO for sanction by Director.
The sanctioned cases by AD / DD/Director will be sent online to Accounts Section for arranging payment to the applicant's accounts through online.
Grant Management System Software is used for processing of all applications which includes forwarding, recommendation and sanction and finally E-payment is made to the farmers' account. The system is very transparent and speeds up the payment process. In the case of Extension Support and training programmes, the Board conduct regular field visits to farmers field and organizes group meeting, trainings, demonstrations etc. Details of the schemes under implementation during Medium Term Frame Work Plan are given below.

5. Eligibility of the Applicant
Cardamom growers having Cardamom Registration Certificate for holdings up to 8 ha are eligible to apply under the scheme. The replantation cycle is fixed as 8 years. A second time subsidy benefit for the same area replanted availing subsidy will be available only on the completion of 8 years cycle. Minimum area to be replanted is 0.10 ha as a contiguous block.
Inter-planted area with Pepper, Coffee and Arecanut is also permitted to avail subsidy and the area replanted in such cases will be arrived based on the proportionate area calculated on spacing and number of cardamom plants planted in the area and will be considered for payment of subsidy.
6. Prerequisites for the benefit
The minimum plant population per hectare in the replanted area must be 1100 Nos. in pure cardamom plantations of Kerala and Tamil Nadu.
The minimum plant population per hectare in the replanted area must be 3000 nos. in pure cardamom plantations and 1500 Nos. in intercropped plantations of Karnataka.

Growers desirous of availing the benefit may upload application along with the required documents (Copy of Aadhaar, proof of land document, survey plan, bank pass book) with the help of the respective Field Office of Spices Board.
8. Criteria for deciding eligibility
On hearing of completion of replantation by the applicant, the concerned Officer of the Board may physically verify the replanted area for assessing the area covered for recommending subsidy. Eligibility will be decided based on the fulfillment of the conditions prescribed.
The percentage of survival of cardamom plants for recommending first/second installments of subsidy should be as follows:

Karnataka, Kerala & Tamil Nadu Region – Cardamom growers possessing cardamom registration Certificate up to 8 hectares. In the case of Sprinklers / Drip / Micro irrigation, registered cardamom growers having land holding size of 1 Ha to 8 Ha are eligible to avail benefit under the component.
6. Prerequisites for the benefit
The devices permitted are construction of new farm pond/ well, bore well, tube well, mini check dams, diversion channel and storage tank. Readymade tank made of fibre glass or other materials are not allowed. The minimum capacity/volume of water storage device should be 15m3 in case of farm pond. Drilling of tube wells/bore wells of 15.24 cm (6 inches) diameter, and installation of suitable pump sets in tube wells only would be considered for payment of subsidy.
7. Procedure to avail the benefits of the scheme
Growers desirous of constructing water storage devices under the scheme should apply to the Board before commencing the work through the local Field Officers in the prescribed format in duplicate with plan and estimate of construction duly certified by a qualified Engineer not below the rank of an Asst. Engineer of the Public Works Department, Block Development Department, Minor Irrigation Department, Zilla Parishad or an Engineer approved for the purpose by the Board.
8. Criteria for deciding eligibility
The Field Officer after preliminary inspection and satisfying the necessity and feasibility etc. of the proposed device will submit his preliminary report together with application to the concerned Asst. Cardamom growers having holdings up to 8 ha are eligible to apply under the scheme. The replantation cycle is fixed as 8 years. A second time benefit for the same area replanted availing subsidy from Spices Board will be only on completion of 8 years. Minimum area to be replanted is 0.10 hectares in a contiguous block.

The minimum plant population per hectare in the replanted area must be 4000 nos. in pure cardamom plantations.

Individual Growers owning a holding size of 0.4 ha to 8 ha under seed spices and farmers groups etc. consisting of seed spices growers as members are eligible to the benefit under the programme. Generally, one unit will be allotted to an applicant or group under the scheme.
6. Pre-requisites for the benefit
The firms supplying the seed spices threshers will be approved by the Board's Head Office on the recommendation from Divisional Asst. Director/ Regional Dy. Director.
In the case of groups, the Group will execute an agreement with the Board stating that a committee will manage the thresher and allow its members to use the thresher by making proper schedule for threshing of seed spices and also collecting a nominal fee (per quintal basis) from the members in concurrence with the Board for running the equipment and maintenance.

Interested Individual seed spices growers or Growers groups will upload the application with registration details, number and list of members, quotation from the approved source indicating the capacity and cost of the seed spices threshers to the respective office of the Spices Board. Farmers' Group / Farmers' Co-operative Societies / Associations / Spices Producer Societies, Spice Farmer Producer Companies etc. will submit the necessary documents online in GMS with the help of nearest office of the Board. The same will be forwarded to Board's Head Office for issue of permission / Go ahead letter to the applicant. On getting the Scope certificate, the applicant have to submit the copy of Scope Certificate & its enclosures issued by Certification Body to the nearest office along with Invoice and Cash Receipt. The officer in charge will recommend the same to Head Office for payment of subsidy.
8. Criteria for deciding eligibility
The following documents are to be submitted while applying:
Copy of contract executed by the applicant with the Certification Body accredited under NPOP
Quotation / Estimate received from Certification Body towards cost of certification.
The groups have to submit registration details of the group, details of member farmers in the group i.e., name, address, survey no., village, area under organic cultivation, area under spices etc.
Documents to be submitted for payment
Copy of the Scope Certificate i.e., C1, C2, C3 (in conversion) or organic status (as the case may be) along with annexures / attachments issued by the Certification Body.
Invoice/ Cash receipt from Certification Body towards payment of inspection and certification charges.
In addition, the following conditions are also applicable.
The group should have a minimum of 50 organic farmers in a contiguous block.
Functioning of an ICS (Internal Control System) is compulsory for obtaining organic certification for Farmers' Group / Farmers' Co-operative Societies / Associations / Spices Producer Societies / Spice Farmer Producer Companies etc
Self - Declaration to be submitted by the group stating that they have not availed any subsidy for organic certification under State Government schemes.
9. Detail of the benefits given in the programme
The rate of subsidy will be 90% of the cost of certification subject to a maximum of Rs.1,80,000/- in North East regions and 50% of the cost of certification subject to a maximum of Rs. 1,00,000/- in other than North East regions.

ICS groups formed / supported under State / Central Govt. agencies for the purpose of obtaining organic certification are not eligible to the benefit under the scheme. The Groups will be eligible to avail benefit under the scheme subject to a maximum of three years.
6. Pre-requisites for the benefit
For claiming the subsidy for ICS along with cost of certification the cost involved for maintaining ICS may be audited and certified and submitted to the Board. In addition to the documents filed for getting the Organic Certification Assistance, the applicant is liable to submit any additional document/proof required by the Board for processing the application for providing the assistance.
7. Procedure to avail the benefits of the programme
Farmers' Groups, Farmers Co-operative Societies, Associations, Spice Producers' Societies, Spice Farmer Producer Companies etc will submit the application online in GMS with the help of nearest office of the Board. The Groups will also submit the list of farmers in the group indicating the name, address, village, survey no., area under organic cultivation, area under spices, etc. along with copy of agreement executed between the Group and Certification Body. The same will be scrutinized at Field office and sent to Board's Head Office for issuing 'in principle" approval. The applicant has to submit the Part-II application along with Scope Certificate and its enclosure/annexures issued by Certification Body and the audited expenditure statement for the expenses incurred in maintaining the ICS. The assistance to ICS will be granted on the basis of Scope Certificate issued whether C1, C2, C3 or organic status. The assistance for ICS will not be considered if the Scope certificate is not valid. Scope certificate should be issued in the name of ICS Group.
The group should have a minimum of 50 organic farmers in a contiguous block. The group should have its own internal control system with an ICS office with one or more than one full time ICS inspectors depending upon the number of farmers in the group for maintaining the ICS. The group has to submit self declaration stating that they have not availed any subsidy for organic certification under State Government schemes.

The required documents are to be submitted along with Part-A and B of the application.
9. Detail of the benefits given in the programme
It is proposed to provide 75% of the actual cost of maintaining the ICS subject to a maximum of Rs.1,12,500/- per group in North East regions and 50% of the actual cost subject to a maximum of Rs. 75,000/- having a minimum of 200 farmers. If the no. of farmers are less, the subsidy will be limited on pro-rata basis. For a group of 50 farmers, the eligible subsidy under ICS assistance will be Rs. 28,125/- in NE regions and Rs. 18,750/- in other than NE regions per group.

EXPORT DEVELOPMENT AND PROMOTION SCHEMES
GUIDELINES FOR IMPLEMENTING PROGRAMMES UNDER EXPORT DEVELOPMENT AND PROMOTION COMPONENT DURING MEDIUM TERM FRAMEWORK PLAN PERIOD
(2017-18 to 2019-20)
I. EXPORT DEVELOPMENT AND PROMOTION
GENERAL GUIDELINES
1. The applicant should submit application along with all the requisite documents to the nearest designated regional office of the Spices Board, with an intimation by e-mail to Spices Board, Head office, to avail assistance.
2. On receipt of the application and enclosures the Board/Regional Office (RO) will acknowledge the receipt of the application and then process the application as per concerned scheme procedures. The applicant is wholly responsible for providing all the information and documents sought as per guidelines of the schemes. The applications submitted without all requisite documents or not submitted in the prescribed format shall be rejected and returned to the applicant by the Regional Office. The exporters located in Kerala shall submit the applications to the Deputy Director (Marketing), Spices Board, Head Office, Cochin.
3. All the applications received shall be scrutinized in the office (regional/ head office as applicable). Once the application is scrutinized and found to be complete in all respects, the Regional Officer shall forward the application to Head Office with recommendation.
4. In case of large number of applications received for any of the schemes of the Board, preference will be given to the first timers on first come first served basis based on date of application and also based on quality accreditation such as INDIA HACCP and INDIA GHP.
5. If an application is not found to be eligible during preliminary scrutiny, it will be informed to the applicant and the applicant will be requested to correct the deficiency/ submit required documents, failing which the entire application and enclosures will be returned to the applicant to facilitate submission of complete application. Unsigned and undated application and applications without declaration will be rejected forthwith.
6. The receipt & acknowledgment does not necessarily mean the approval of application, unless it is found to be feasible in all respects during the time of final scrutiny.
7. After receipt of the application at Head Office, the Board will further process / take action on the application as per scheme guidelines and issue approval to the exporter.
8. All registered spice exporters, who are regularly submitting their quarterly returns, are eligible to avail assistance under all the Export Development Scheme except brand promotion loan scheme where only exporters with their brand registered with the Board are eligible. SMEs and FPC/FPO/SPS, who have valid CRES and holders of India HACCP and India GAP and/ or organic certification/exporters registered their brand with Spices Board and first time applicant will be given preference under the scheme.
9. In the case of Schemes involving export obligation (Interest Equalisation for Infrastructure Development, Setting up of Spice Processing units in NE Region Brand Promotion etc) the Board may extend the period for fulfilling export obligation in genuine cases.

The Board proposes to assist exporters in adoption of Hi-Tech in Spice Processing/Technology and Process Up-gradation / Setting-up/up-gradation of in-house quality control laboratory/Quality certification by providing 3% interest subsidy on a term loan up to Rs.10.00 crore from any nationalized or scheduled bank, subject to a maximum assistance of Rs.30.00 lakhs per year for 3 years, irrespective of rate of commercial lending. The assistance will be limited to the cost of machinery / equipments /electrical items related /connected to equipments, ancillary installations, supporting facilities/ items such as control panel, cable trenching, transformer etc and installation /erection charges.
Exporter can avail the Interest Equalization assistance subject to a maximum of Rs 30 lakhs per year for single project or for multiple projects, subject to a maximum of Rs 90 lakhs for 3 years.
All registered exporters of Spices Board with Udyog Aadhar, interested to establish or expand their spice processing unit, are eligible for benefit under the scheme.
In case, if large number of applications are received by the Board for this scheme, preference will be given to the first timers, who have not availed any assistance under Board's Infrastructure Development Scheme earlier.
The modalities of interest subsidy under the scheme, inter alia, regarding interest equalization amount, process and periodicity of interest subsidy, etc will be finalized, in consultation with the lending banks. The Board will be reimbursing the Interest Subsidy on annual basis. While applying to the bank for availing loan for the project, the exporter will submit the application to Spices Board along with brief project report and other documents and details as required to be submitted by a loan applicant to the lending bank as per the Bank's policies & guidelines of the regulatory agencies. The application for availing interest equalization assistance for Infrastructure Development shall be submitted to Spices Board latest by 31st December, 2019 or such date as stipulated by Spices Board. However, registered spice exporters who have applied for bank loan on or after 1st April, 2017 (start of the MTEF) for infrastructure development for exports, can also apply for Interest Equalization Assistance, as a special case.
The applicant will inform the Board about the sanctioning of the loan. After sanctioning of the loan and on completion of the project, the applicant will submit project completion report to the Board in the prescribed format along with detailed loan repayment schedule, bank statement or copies of demand drafts relating to the payments released for components of the project/ machinery/ equipment suppliers etc, copies of certified bills and vouchers, duly certified by a Chartered Accountant
On receipt of completion report from the applicant, the Board will arrange the inspection of the unit by its officials, to decide eligible project components under the scheme. The inspecting official will assess the components and its value based on the original/certified bills available with the exporter. Based on the inspection report and internal audit recommendation, the final amount eligible for calculating the interest equalization assistance under Infrastructure Development Scheme for exports will be ascertained and a sanction letter will be issued to the exporter.
The assistance under IES will be provided as back end support. The exporter has to commence repayment of the loan as per the terms and conditions of the bank. Further, the exporter shall obtain a certificate from the bank in the bank's letter head, duly signed by the authority concerned, indicating the details of loan already repaid, along with clear break up of principal and interest amount repaid, outstanding principal and interest amount, interest calculation procedure etc and submit to the Board.
The Board will calculate 3% interest subsidy for the value of the eligible components, in line with the sanction letter. The interest equalization assistance will be calculated by the Board as 3% simple interest for the value of eligible components, irrespective of the outstanding principal amount, provided that such amount is already repaid as interest by the exporter to the bank, for the respective period. In other words, the Board will consider the lesser amount amongst the actual interest repaid by the exporter for the respective period and amount calculated at 3% simple interest for the value of eligible components.
(Eg. If the total loan amount is Rs. 12 crore, the value of components considered by the Board is Rs. 10 crores and the actual interest repaid by the exporter for the respective period is Rs. 1.2 crore, the interest equalization assistance at 3% will be Rs. 30 lakhs for that period and further for two more periods. However, if the actual interest repaid during the period is Rs. 25 lakhs only, then the assistance will be limited to Rs. 25 lakhs).
The Board will inform the exporter to provide Bank Guarantee for 110 % of the eligible interest subsidy amount, for meeting the export obligation of five times of the assistance (ie interest subsidy granted) within five years. After confirming the BG received from the exporter, the Board will reimburse the 3% interest subsidy to the loan account of the exporter with the bank. The same procedure will be followed for reimbursement of interest subsidy in the second and third year also.
The reimbursement will be done based on submission of certificate from the bank, specifying principle and interest component, along with necessary details. The residual payments (if any) will be made by the Board during the next MTEF /Plan Period, subject to availability of funds.
Beneficiaries are required to fulfill Export Obligation (EO) by exporting spices and spice products worth five times of the assistance granted within five years from the date of completion of the project.
Till the export obligation is fulfilled, the beneficiary has to submit a BG equivalent to 110% of the assistance, including interest component. In case of non-fulfillment of export obligation, the BG will be invoked proportionate to the unfulfilled EO with interest at 10% of the unfulfilled EO.
Eg. An exporter has availed Rs.30 lakhs as Interest equalization assistance & Rs.150 lakh is the Export Obligation and BG has to be submitted for Rs.33 lakhs. If the Export Obligation fulfilled is Rs.100 lakhs only during the five year period, then BG will be invoked for Rs. 11 lakhs.
For discharging the export obligation, the exports effected directly by the beneficiary, as well as supplies made by the beneficiary to other exporters for export (deemed export) will also be considered.
The exporters who have availed assistance under this scheme shall not avail similar interest equalization benefit under any other scheme of central or State Government for infrastructure development. |

Setting up Spices processing Units for exports in NE region |
The grant-in-aid will be 33% of the cost of all types of processing facilities /equipments subject to a maximum of Rs.50.00 lakhs per exporter. In respect of farmers' groups / Farmer Producer Companies having valid CRES, the assistance will be up to 50% of the cost of all type of processing facilities subject to a maximum of Rs.50.00 lakhs.
The Board proposes to assist in establishing of primary processing facilities for spices in the NE region. All registered exporters are eligible to avail the scheme.
Interested exporters may submit the application to the Board and obtain ‘in-principle' approval to their proposal before implementation of the project.
Documents to be submitted with application :
The claims on expenses on setting up the processing facilities/equipments after the date of application will qualify to work out the cost of the project for the purpose of payment of grant in aid. All payments for the processing facilities/equipments etc., should be made by crossed cheque/demand draft/bank transfer, which should be reflected in the bank statement. Payment by cash to petty expenditure connected with the project shall be considered upto Rs.25,000/- only.
The exporter, on completion of the project/installation, shall submit the following documents to the Board:
On receipt of the claims after completion of the project, the Board will arrange for inspection of the unit for physical verification of the installations of equipments/machineries. The inspection team will consist of an officer from the Board and a local representative from the industry department/EIA/ Agmark or any other Government agencies.
Beneficiaries are required to fulfill export obligation by exporting spices and spice products worth equal value of the grant-in-aid within five years from the date of completion of the processing facilities. For discharging the export obligation, the export effected directly by the beneficiary, as well as supplies made by the beneficiary to other exporters for export (deemed export) will be considered. |

Infrastructure for common processing facilities and maintenance |
The Board proposes to establish common processing facilities like steam sterilization units, cleaning and grading units etc in the growing areas/marketing centres in the land alienated by the exporters associations/ State Government. The maintenance of common processing facilities set up in the spice parks established by the Board will also be covered under the component. The assistance is 100% towards the expenditure by the Board in this regard |

Scheme for setting up of Spice Parks |
The Board proposes to establish spice parks in the major spices growing / exporting /marketing regions. Farmer Producer Companies / Entrepreneur having valid Certificate of Registration as Exporter of Spices are eligible to apply under the scheme as promoters. Trade Associations will also be eligible to participate in the scheme.
The Board will provide 20% of the total cost of the project for establishing the Spice park as equity in the form of grant subject to a maximum of Rs.4.00 crore. The land / land development cost will not be taken into account for calculating the assistance under the scheme. The eligibility conditions are as follows:
2. The promoter shall have ownership of land where they propose to establish spice park. 3. The Spice Park shall be established in the spice growing / marketing / exporting region. However, preference will be given for establishing the spice park in the growing region. 4. The Spice park shall have a common processing and value addition unit such as. drying, cleaning, grading, grinding, colour sorting, extraction of oil / oleoresin, sterilization, packing and other value addition facilities as required for the spices identified. 5. The following infrastructure facilities may be established in the Spices park a) Approach road b) Internal roads c) Drainage facilities d) Street lights in the Park e) Water distribution network and related facilities f) Electricity/Energy/Gas distribution network and related facilities g) Communication Network and related facilities h) Effluent treatment plant and related infrastructure i) Fire fighting system j) Warehousing and related facilities k) Weigh bridge l) Compound Wall 6. Availability of land may be ensured for establishment of basic infrastructure facilities such as internal roads, water, electricity, drainage, open area, etc. and for establishment of common processing facility. The balance land may be allotted by the promoter to registered spice exporters. 7. The promoter may allot the plots in the Park to entrepreneurs preferably MSME, who possess a valid CRES, on outright sale or long term lease for a minimum period of 30 years. . 8. The lease rent/ land rate and other terms conditions for allotment of the plot shall be fixed by the promoter. However, if the promoter has availed the land on lease from another party / Govt / Local authorities , the terms and conditions of the original lease agreement shall be followed, while allotting land. 9. The allottee shall not transfer the allotted plot by way of sub-lease or any other mode of transfer to any person or entity other than inheritance, without the permission of the promoter. 10. The allottee cannot change the nature of use of land other than the purpose provided by the promoter. 11.The processing units set up by the allottee in the Spices park shall be entitled to avail the benefits and incentives as provided under any schemes of the Central and state Government. 12.Any up-gradation for future expansion shall have to be created by the promoter on its own fund. 13.The promoter shall operate the common processing facility directly or lease out to an operator and in both the cases the farmers / traders / exporters in the region or elsewhere shall be permitted to utilize the common facility for processing on user fee basis.
The procedure for availing the scheme is given below
1. Interested promoters shall submit application with DPR for establishment of spice park indicating name & address, background / credentials of promoter, financial status, the location of the proposed park, spices production in the region, ownership and other details of land for setting up the spices park, total cost of the project including detailed cost of plant & machineries, source of fund, etc. to the concerned regional office of the Board. 2. The regional office of the Board will recommend the proposal to the Board's Head Office. The Committee constituted by the Spices Board will examine the proposal. Based on the technical and economic viability of the proposal, the Board will issue in principle approval for establishing the spice park. No change or deviation in the Master Plan / DPR will be allowed once approved, except with the permission of the Board. 3. The promoter shall execute an agreement with the Board regarding the establishment of the Spice park under the scheme. 4. The assistance will be released in three installments @ 30%, 30% and 40% of the grant respectively. 5. Physical Site inspection will be conducted by a team of officers / experts nominated by the Board before release of each installment of the grant to ascertain the physical progress of the project 6. Time-line: The commissioning of Spice Park project shall be completed within 2 years from the date of approval by the Board. 7. Documents required to be submitted along with application: The following documents will be required to be submitted along with application. The list is only indicative and not exhaustive. i. Application ii. Detailed project report including source of fund iii. Sanction letter of term loan from bank / financial institutions, if any iv. Appraisal report from Bank / Financial Institution along with sanctioned DPR from the Bank v. Bio-data/background credentials of the promoter vi. Blue Print of the Master Plan vii. Notarized English version of land document (in case it is in any of the regional languages) viii. Item wise and cost wise details of civil works envisaged duly certified by Chartered Engineer (Civil) ix. Item wise and cost wise details of Plant & Machinery envisaged duly certified by Chartered Engineer (Mechanical) x. Quotations from the suppliers of Plant & machinery and equipments etc. required for the project xi. Estimate of Civil Construction with the complete breakdown of costs for each of the technical or non- technical civil works xii. Operation and Maintenance procedures of the Park xiii. NOC Certificate from Pollution Control Department xiv. Implementation schedule / Time line indicating the detailed milestones including date of start of construction of infrastructure, date of completion of infrastructure, date for placing order for plant & machinery, date of installation/erection and date of commercial Operation of Spice Park. xv. Civil Layout Plan superimposed with Machinery Layout clearly indicating all the Machines / equipments proposed, which should be properly indexed and annexed with a summary of machineries / equipments xvi. An affidavit duly executed on non-judicial stamp paper of Rs.200/- or more duly notarized by Notary Public affirming that the promoter or promoter's sister concern has not obtained/applied for or will not obtain any grant/subsidy from any Ministry/Department of Central Govt. /State Govt. /agencies for the same purpose/activity /same components. 8. Release of Assistance (Grant) i)The grant amount will be released in three installments after the promoter has spent his share as per the following schedule: a) Release of installment: 1st installment of 30% of the grant(grant) under the scheme will be released after ensuring that 50 % of the total cost of the project is spent b) Release of 2nd Installment: The second installment of 30% of the grant will be released based on submission on utilization of the first installment of the grant released and also the utilization of 75 % of the total cost of the project c) Release of 3rd Installment: The Third and final installment of the remaining grant (40%) will be released by the Board to the promoter on utilization of the first and second installment of the grant released and also the utilization of 100% of the total cost of the project and commissioning of the common processing facility. ii) The promoter will have to submit the following documents along with the request for the release of each installment of grant a) Duly notarized Affidavit for not availing assistance from any other agency b) Bank Certificate certifying that they have released …..% of sanctioned term loan c) Chartered Accountant Certificate for actual expenditure incurred on the project for each release d) Copy of Invoices / Receipts for Plant and Machinery (with Summary) e) Copy of Invoices / Receipts for Civil Works (with Summary) f) Account Details of the Bank Account on the letter head of the Bank g) Certificate of the Chartered Engineer (Civil) for technical civil work indicating item wise progress, cost, quantity, manufacturer/supplier and comment on quality with color photographs of the project site with date stamps h) Certificate of the Chartered Engineer (Mech) for Plant & Machinery indicating item wise progress, cost, quantity, manufacturer/supplier and comment on quality with color photographs of the project site with date stamp j) Utilization certificate for the grant released (applicable for 2nd& 3rd installments) k) Submission of approval for Consent to operate from Pollution Control Board / Agency and any other statutory approvals/certifications (for release of 3rd installment) l) The Promoter will provide Bank Guarantee equivalent to 110 % of the amount of the eligible grant to the Board for releasing the first and second installment of grant amount. The promoter will execute a BG for 110 % of the entire grant paid / payable for a period of 10 years from the date of completion of the project to ensure fulfillment of the objectives of the park and also for maintenance of the facilities in the park as common facility by the promoter, before the release of 3rd and final installment of grant.
8. Before release of 3rd & final installment of grant , the eligible grant for the project will be re-calculated based on the proposed or appraised /actual cost, whichever is less, for the already approved items and released accordingly.
9. Operation and maintenance of the Spice park The promoter shall take care of the entire responsibility for operation, maintenance and functioning of the park after establishment. The maintenance expenditure of the Spice Park will be borne by the Promoter. However, they may collect user fee / maintenance fee for the common basic infrastructure facilities viz. water, electricity, drainage, road, etc. from the allottee, to whom the plots are allotted in the park. 10. The Board is empowered to prescribe/ modify/ add new forms, checklist and procedure and also to issue additional guidelines / terms and conditions for release of grant. 11. Any disputes/interpretation or contention under the procedure will be referred to the Board and decision of which shall be final and binding on the promoter. All disputes are subject to Ernakulam jurisdiction only
12. The promoter will execute an agreement with the Board that they will maintain the common processing facility for the use by farmers . farmers' groups / merchant exporters/processors, etc for a minimum period of 10 years.
13. In case of, any default by the promoter / non-completion of the project / non usage of the grant for the purpose given, the disbursed grant amount shall be recovered from the promoter by encashing the BG.
14. The Promoter shall send a detailed Half Yearly report on the functioning of the park, spices processed / exported from the park, no. of farmers / farmers' group/ exporters / others who have utilized the park, etc. to the Board.

Trade Promotion |

1. |
Reimbursement of Courier charges |
The Board proposes to reimburse the courier charges for sending the business samples abroad to develop the exports. It is proposed to provide 50% of the cost of courier charges subject to a maximum of Rs.1.00 lakh as grant-in-aid per annum.
The scheme is applicable to all new registered exporters (exporters whose date of application is within three years of the date of first registration with Spices Board). For reimbursement of courier charges, prior approval is not required.
The exporters have to submit application along with original of the courier waybill, POD and proof of payment for courier sent.
The claims for Reimbursement of courier charges will be entertained only on a quarterly basis before the last day of succeeding month. Bills submitted after last date of succeeding month will not be considered, if there is no valid reason for the delay in submission. However, the bills relating to the last quarter of the financial year should reach latest by 31st March.
No export obligation is prescribed for availing Reimbursement of Courier charges.

Packaging Development & Bar coding |
The Board proposes to assist all registered exporters to improve the existing packaging and develop modern packaging to increase shelf life, reduce storage space and better presentation of Indian spices in the markets abroad. It is proposed to assist the exporters by providing 50% cost of the packaging development/bar coding subject to a maximum of Rs.1.00 lakh per exporter as grant-in-aid per year.
All registered exporters are eligible to avail the assistance under this component to develop or modify their export packages. However, those exporters who have already a brand but not registered their brand with the Board, should submit their brand registration application also with this scheme application.
The exporter has to submit dummy print of the design along with contents and quotations for cost of design, photography, art work, cylinders and cost of bar coding. Cost of taking dummy packing and testing charges are also considered under the scheme subject to the ceiling/grant in aid prescribed under the scheme.
Eligible exporters may submit the application to the Board with Quotation for consultancy, design, dummy, printing, paper (with sample), packing material etc. and details of bar coding registration/traceability standards.
On receipt of application, the Board will issue in principle approval to the exporter. After completion of the activity, the exporter may submit the following documents to the Board:
On receipt of the claims for the above activities and on satisfactory completion of the activity, the Board will consider releasing the eligible grant in aid to the exporter.
No export obligation is prescribed for availing assistance for Packaging Development & Bar coding .

3. |
Product Research & Development |
The scheme aims at scientific validation of nutritional / nutraceutical / cosmetic / medicinal and intrinsic properties of the spices and /or development of new products based on this validation. The registered exporters / R&D institutions having required facilities will be eligible to avail assistance under the scheme. It is proposed to provide 50% of the cost of project subject to a maximum of Rs.25.00 lakh per beneficiary. If clinical trials and patenting are involved, the ceiling will be Rs.1.00 crore. The major areas for assistance are: a) Utilization of the services of national or international research institutes for developing new spice products/applications or for establishing traditional intrinsic values and non-traditional values.
b) In-house research and product development programmes by manufacture spices exporters with sufficient infrastructure facilities.
c) Cost of installing critical equipments that are essential to carry out product development and research.
d) Clinical trials to establish and validate therapeutic properties of spices through reputed third parties.
e) Patenting and product registration in consuming countries.
Eligible exporters/research institutions may apply to the Board's Head office in the prescribed format and obtain ‘in-principle' approval to the proposal.
The applicant may submit the application to the Board along with Project report appraised by research institutions/in-house lab scientists and Research experience profile about the scientists involved in the project.
Spices Board shall examine the application and on satisfaction of the proposal, the Board shall accord ‘in-principle' approval to the proposal on merit to proceed with project. The financial assistance will be released in three installments. 1.The first installment of 30% will be released on signing the agreement to begin the research work. 2. The second installment 30% after significant progress in the proposed research work and submission of progress report and expenditure statement supported by attested bills and vouchers 3. Third and final installment after completion of the research work and submission of final report with detailed presentation in the Board's office 4. In case of individual exporters and non Government agencies, the grant will be released on production of Bank guarantee equivalent to 110% of the first and second installment of grant amount. On submission of final report, the BGs will be released. The beneficiary shall produce all necessary documents that may be called for by the Board specific to the project in addition to the following documents:
Based on the completion report and on verification of the documents, the Board will release the eligible grant to the beneficiary institution.
No export obligation is prescribed for availing assistance for product research and development. |
4. |
Promotion of Indian Spice Brand (Brand Promotion Scheme) |
It is proposed to assist exporters in penetration of Indian brands in identified overseas markets with clear mark of traceability and food safety. The Board proposes to provide interest free loan covering 100% of slotting/listing fee and promotion measures and 50% cost of the product development subject to a maximum of Rs.1.00 crore per exporter in the plan period
There are two components under the programme, viz., (a) Product and Packaging Development & Bar Coding and
(b) Brand Promotion.
All registered exporters of spices who have registered their brands with the Board are eligible to avail the benefits.
Assistance will be given for developing appropriate product, packaging and compliance of statutory requirements in force in the target markets including traceability details & Bar Coding and implementing promotional measures / activities (including road shows, cooking demonstrations, promotion meetings with senior managers of food processing companies / hotel / restaurant chains, slotting /listing fee or any such activities and marketing innovation that is essential to meet changing international market dynamics and that helps in building the brand image.
Exports of spices in all forms in institutional packs upto 25 kg and consumer packs of spices in all forms including curry / Masala powders and mixed ground spices upto five kg will qualify for availing the assistance.
Foreign exchange requirement, if any, has to be met by the exporter. The repayment of the loan shall be in four equal annual installments commencing from the fourth year and end in the seventh year from the date of receipt of the loan by the exporter. An exporter can avail the assistance for promoting the given brand in a maximum of five countries in three year period.
Total approved amount for the programme will be released in three equal installments at the beginning of each year. Before the release of the loan, the exporter has to provide Bank Guarantee including interest in the prescribed format for 110% of the loan sanctioned on stamped paper worth Rs.100/-. The BG is to be renewed well before the date of expiry. The guarantee is to be enhanced as and when further installments of loan are sanctioned /released and an agreement on stamp paper should also be executed to the Board.
By the end of every six months the exporter has to give a detailed report of the activities undertaken along with a progress report. An expenditure statement that the loan has been fully utilized for the sanctioned purpose should be submitted at the end of each year. Supporting documentary evidence for the expenditure incurred/committed has to be produced.
An export obligation of five times of the amount availed shall be fulfilled within a period of eight years from drawing the first installment of the loan.
In the event of default in repayment or non-fulfillment of export obligation, the Board reserves the right to invoke the Bank guarantee executed by the exporter and recover the entire loan amount in case of payment default and proportionate invoking in case of non-fulfillment of EO.
Release of the loan shall be after review and approval by the committee constituted for this purpose by Secretary, Spices Board. Payment shall be in Indian currency only and shall be based on a bank guarantee which is to be renewed/enhanced as and when required.
In the absence of proper documentary evidence and satisfactory report, Board shall reduce the payment installments or discontinue the assistance.
Interim report on every six months and annual report along with export statistics for the specified brands will be assessed annually.
In case the exporters fail to submit complete report along with all the documents for the first installment or submit the report with documents but does not avail the subsequent installments within one year, the BG of the exporter will be invoked. |

Participation in International Fairs / meetings /Trainings |
Participation in international fairs
The Board proposes to participate in international fairs and seminars to showcase the capabilities of Indian spices to the international buyers. Board also proposes to arrange cooking demonstrations in select exhibitions/food festivals to popularise the uses and application of spices in collaboration with leading restaurants and food chains to promote Indian cuisine. The Board also proposes to participate in annual meetings/conferences IPC / ASTA / ESA/IOSTA/Codex Committees and trade delegations to project the developments taking place in India particularly in quality and infrastructure development. 100% expenditure will be met under the programme for Board's participation.
The Board also encourages exporters, particularly SME exporters to participate in international fairs/exhibitions to generate/ develop business.
All registered exporters of the Board are eligible to avail the grant-in-aid on a reimbursement for participation in international trade fairs/exhibitions basis against production of required documents. One person only is eligible for participation in one fair.
Application indicating the proposed activity in the prescribed form should be submitted to the Spices Board at least 15 days prior to the commencement of the programme to accord in principle approval to proceed with the activity.
Immediately after completion of the activity but positively within 90 days of his/her return to India, the beneficiary shall submit their claim to the Board with the documents as listed below, to get eligible payment from the Board.

Market Study |
The Board proposes to undertake market study through professional agencies for Indian spices in order to identify competitors, strengthen weakness to evolve suitable strategies for boosting export of Indian spices. Board will provide 100% assistance based on the project proposal. The Board will execute an agreement with the professional agency for undertaking the market study. |
